Buying cooperatives are an excellent way for a city, township, county or fire protection district to easily obtain a new fire apparatus at a great price.

HGACBuy makes its contracts available to local government agencies and certain non-profit organizations who have executed an Interlocal Contract with the organization. Members may use HGAC contracts, or not, at their discretion. Purchasing thru HGACBuy can save time and staff resources, and should provide pricing as good as or better than using a standard bid process.  

Under the law, just about any local government agency can qualify to become an End User. Simply download the Interlocal Contract Form (ILC), from website and execute two copies and send both originally signed copies to HGAC.

COSTARS is the Commonwealth of Pennsylvania's cooperative purchasing program. COSTARS allows registered and eligible local public procurement units (LPPUs) and state-affiliated entities (Members) to leverage contracts established by DGS to cost effectively and efficiently identify suppliers with whom to do business.  The goals of this program are:

  • To encourage, expand and facilitate the opportunities for Members to achieve procurement savings and best value through an interactive partnership with the Commonwealth.
  • To provide increased opportunities for Suppliers of any size to participate and compete for Members' business.
  • To provide contracts with competitive pricing.

NPPGov serves public and non-profit markets as a cooperative purchasing organization. NPPGov serves government, education and non-profit markets including two specialized programs: FireRescue GPO and Law Enforcement GPO. The FireRescue GPO program specifically serves the fire and rescue market and has a unique connection with fire chiefs associations throughout the country.

Membership is entirely free and there is no obligation to purchase. NPPGov members have access to a large variety of publicly solicited contracts to simplify purchasing while complying with procurement requirements.
